What functionality is missing? What is unsatisfying with the current situation?

  When I have a large amount of images uploaded and I scroll down, it's no longer possible to drag and drop an image to the categories on the left-hand side of the page because those remained at the top of the page. Similarly, the right-hand side panel which also allows us to add an image to a gallery is also all the way at the top.

How does this feature request address the current situation?

  If either the galleries/folders/categories panel or the properties panel do not scroll along with the page, then it will make sorting images into categories much faster (not having to scroll up and down constantly)

What are other uses for this feature request?

It allows for better sorting, naming, etc.
